Following our global call for new Steering Committee members in October 2025, DORA is delighted to announce the appointment of eight new at‑large members and three new Supporting Organization representatives to the Steering Committee.
The response to our global call for at-large members was extraordinary: 213 self‑nominations, from over 70 countries, spanning all regions and a wide diversity of disciplines, roles, and institutions. We are deeply grateful to every applicant who took the time to participate and share their enthusiasm for advancing responsible research assessment.
The DORA Steering Committee plays a vital role in guiding the initiative’s mission and long‑term strategy, ensuring that our work reflects and responds to the global research community. DORA Steering Committee members serve for 3 year terms, renewable once by vote, according to our Governance Procedures. At‑large members serve in an individual capacity and do not represent their institutions; Supporting Organization representatives bring the perspective of institutions that are committed to, and supportive of, DORA principles and provide vital financial and governance support to our work. Emmanuel Boakye (Ghana), Executive Director for the African Reproducibility Network (AREN), a champion for open and reproducible research, research culture reform across Africa.
Mercury Shitindo (Kenya), Chair & Executive Director, Africa Bioethics Network (ABN); Co‑Editor‑in‑Chief, African Journal of Bioethics, bringing perspectives from bioethics, integrity, and equitable research governance.
Asia
Takayuki Hayashi (Japan), Professor, National Graduate Institute for Policy Studies (GRIPS), contributing with deep expertise on STI policy, national evaluation systems, and qualitative assessment.
Rasoul Zavaraqi (Iran), Professor of Information Science & Scientometrics, University of Tabriz, with a background in scientometrics, research evaluation, and open access publishing.
Latin America & The Caribbean
Federico Vasen (Argentina), Researcher and Lecturer, Universidad de Buenos Aires / CONICET, bringing perspectives from science and technology policy and research evaluation in Latin America.
Ricardo Ceneviva (Brazil), Professor of Political Science & Public Policy, Universidade Federal do ABC, with a background in computational social science, reproducible methods, and portfolio‑based evaluation.
North America
Moses Ogutu (USA/Kenya), former Associate Program Officer, US National Academies & InterAcademy Partnership, with experience in global science policy, equity, governance, and incentive structures.
Oceania
Richard de Grijs (Australia/China), Professor of Physics & Astronomy; Executive Director, ISSI–Beijing, with research leadership, publishing, and cross‑cultural assessment reform experience.
