This paper reviewed existing literature and international best practices and established consensus by Delphi survey on 10 key measures for assessing research quality and impact that align with DORA values. These measures were chosen from a pool of 50 compiled measures that emphasize diverse and holistic evaluations of research performance beyond traditional metrics like journal impact factors.

The 10 DORA-compliant measures are as follows:

  1. Research output diversity
  2. Societal impact
  3. Open science practices
  4. Mentorship quality
  5. Reproducibility of research
  6. Collaboration breadth
  7. Knowledge dissemination
  8. Policy influence
  9. Research funding diversity
  10. Innovation in methodologies

The study highlights the importance of these measures in fostering a more inclusive and comprehensive assessment framework for researchers, aiming to enhance transparency, accountability, and the overall quality of research.
